Regional Center's ScopeOverview
Ashcroft Sullivan New England Economic Development Center (“ASNEEDC”) is a designated EB-5 Regional Center. The United States Citizenship and Immigration Services (“USCIS“) approved the ASNEEDC in November 2015. As an EB-5 Regional Center, our focus is on approved USCIS projects in the New England area and EB-5 investors throughout the world.
As a Federally desiganted regional center, our mission is to create new jobs in the New England region, expand exonomic productivity, and help foreign investors obtain permanent residency for themselves and their family members.
Ashcroft Sullivan New England Economic Development Center collects and distributes EB-5 program job creation credits (both direct and indirect credits) to our participaiting foreign applicants to support their immigrant visa requirements. These job credits derive from our qualitying investments in real estate and private equity projects based in New England.

Residential Building Construction
2361Our firm can work with approved constuction, remodeling, and renovation of both single-family and multifamily residential buildings.
Nonresidential Construction
2362This code allows our firm to engage with approved EB-5 projects in the construction of industrial, commercial, and institutional buildings which icludes new work, additions, alterations, and repairs.
Lessor of Residential Building
5311This code allows our firm to engage with approved EB-5 projects that own or rent out various types of residential properties, such as apartment building, houses, and mobile homes.

5413This code allows our firm to engage with a wide range of approved businesses involved in planning, designing, and overseeing construction and development projects.
Approved Geography

The Ashcroft Sullivan New England Economic Development Center is approved for all counties of Massachusetts and Providence Rhode Island. Certain counties of New England have a greater chance of a TEA project.
Within the ASNEEDC geographic limits, it will focus on projects in Target Employment Areas (“TEA“). TEAs allow immigrant entrepreneurs to place $800,000 to create ten full-time direct or indirect jobs instead of the customary $1,050,000 for placement outside of a TEA.
ASNEEDC can only accept USCIS approved proejcts within the designated areas. As mentioned earlier, the regional center desired investment is TEA proejcts, however, we are open to all EB-5 projects within the geographical locations.
Our Team
What is a EB-5 Regional Center?
An EB-5 Regional Center (“RC”) is an organization with special designation issued by the United States Citizenship and Immigration Services (“USCIS”), which allows the business to solicate and manage investors capital for approved projects. The Regional Center is seperate from the EB-5 investor and the project.
A Regional Center sole purpose is to assist the EB-5 applicant with their application process, source approved proejcts for investments, and manage the investment. It is a conduit between the two parties, making sure the project is creating the appropriate amount of jobs for the investment and the investor is focused on their application.
The Regional Center is legally allowed to market and solicate foreign investors in other countries such as China, India, Mexico, Brazil, Vietnam, Hong Kong, and many more. We promote the projects in certain countries and territories, communicate with the investor, explain the investment process, time line, and risk associated with the investment.
